Chang An Kitchen brings Xi'an-style noodles and snacks to a newly refreshed Monterey Park dining room next to ABC Cafe. The liangpi is the immediate draw: wide, silky cold noodles layered with sesame paste, chili oil, garlic, cucumber, bean sprouts, and springy wheat-gluten cubes. Biang biang noodles deliver a completely different texture, with long belt-wide ribbons, hot oil, garlic, and an optional cumin-lamb topping that makes the bowl feel complete. Handmade pork, shrimp, and Chinese chive dumplings have pleasantly thick wrappers and juicy filling, while the cumin-lamb roujiamo swaps the usual flaky bun for a softer bread packed generously with seasoned meat. Portions are substantial, the condiment station has soy sauce and chili oil, and the English-speaking staff makes the menu approachable for first-time visitors.
